*A non-resident is a person who does not have residency status in the state that the particular university is located.  Some vet schools have contract positions.  This means that the school has set aside a certain number of spots specifically for residents of states that do not have vet schools in their own state.  For instance, about 5 different schools have contracts with the state of Arkansas.
