To experience a force due to a magnetic field, a changed particle must be moving in a direction other than that of the magnetic field. If these conditions are met, then the direction of the force is perpendicular to both the particle's velocity and the direction of the magnetic field.
Then,
1. A charged particle at rest will not experience a force due to the magnetic field.
2. If a particle moves (initially) so that its path is perpendicular to the magnetic field, it will experience a force that is perpendicular to both the particle's velocity and the direction of the magnetic field.
