Biological damage is produced by current passing through the body.
The extent of the biological damage depends on the magnitude of the current and its path through the body.
The magnitude of the current for a fixed potential difference depends upon the resistance along the path the current follows. The lower the resistance, the higher the current.
All paths through the body are not equal in terms of the result of a current passing along the paths, even when the magnitudes of the currents are identical. For example, a current passing across the chest is much more dangerous than through an arm.
