When the uncharged conductor touches a plate (say the negative one), it acquires some the plate's charge and becomes negatively charged.
It is then repelled by the the negative plate and attracted by the positive plate.
When it strikes the positive plate the negative charge combines with an equal number of positive charges carriers. The conductor then gains positive charge.
The conductor is then repelled by the positive plate and attracted to the negative plate,etc.
The net result is that the charge oscillates back and forth between the plates.
